The Utah System of Higher Education is comprised of eight public Utah colleges and universities. Established in 1969, the USHE is governed by the State Board of Regents with assistance from the local Boards of Trustees. The 19-member governing board for the USHE is responsible for the planning of schools in Utah for post-secondary education. The Board appoints presidents for all public colleges in Utah, prioritizes facilities requests, approves academic programs and submits budget requests to the State Legislature and Governor.
The Board also has the duty of appointing the Comissioner of Higher Education who serves as the CEO of the USHE. The Commissioner provides leadership for Utah schools by making and executing Board policies and programs.
Each of the eight public universities and colleges in Utah have a unique mission for the state. The University of Utah in Salt Lake City and Utah State University in Price are the state's two research universities. Southern Utah University in Cedar City is a liberal arts and sciences university. There are three regional universities in the system: Weber State University in Ogden, Dixie State University in St. George and Utah Valley University in Orem.
The two community colleges in Utah are Salt Lake Community College and Snow College in Ephraim, a rural community. Additionally, there are 14 private institutes in the state, some not-for-profit and others for-profit.
There are several colleges in Utah that rank high and are popular across the nation. Brigham Young University in Provo is one such favorite. A private non-profit school, it was founded in 1875 by the Church of Jesus Christ of Latter-day Saints. It offers courses online and in the classroom. It is well-liked for its Business Management, Accounting, Computer Science and Biology programs.
Utah State University offers seven colleges with 47 departments. Students can earn degrees that range from an Associate's to a Ph.d. Financial aid, grants and scholarships are available for those who qualify.
The Western Governors University is popular for Distance learning and adult education. It is a private non-profit institution head-quartered in Salt Lake City. If offers an Online Teacher's College, Online College of Health Professions, and Online College of Information Technology in addition to several Bachelor's and Master's degree programs.
In 2012, the Bureau of Economic Analysis found the gross state product of Utah to be $130.5 billion. Personal per capita income was listed as $45,700 that same year. The state collects a personal income tax that has been a flat five percent since 2008. Sales tax has a base rate of 6.45 percent with counties and cities levying additional sales tax. The state does not impose heritage taxes or intangible property taxes.
Utah ranked first in the nation in 2010 on the Forbes "Best States for Business" list. An article in the November 2010 issue of Newsweek praised the state for being able to attract high-tech corporations with high-paying jobs during a recession. The current unemployment rate in the state is below the national average at 4.7 percent
Utah's major industries include cattle ranching, salt production, mining and government services. Petroleum production is important in the eastern part of the state with refining by a number of oil companies near Salt Lake City.
Tourism plays a large role in the state's economy the year around. Five national parks and seven national monuments attract visitors to the state. Its ski resorts are popular for their excellent skiing, world-class amenities and convenient proximity to larger cities and airports. Between 2006 and 2011, Deer Valley in Park City was ranked as North America's top ski resort by Ski Magazine for five consecutive years. The Winter Olympics of 2002 was responsible for an increase in the state's tourism.
Mining has been important in Utah since the beginning of the 19th century. Minerals mined include gold, silver, copper, zinc, molybdenum, lead and beryllium. Fossil fuels including petroleum, natural gas and coal are especially important in the eastern counties of Utah.
