     Describing the resistance of Japan's education bureaucrats to reform of any kind, researcher Leonard Schoppa writes: "They tend to be more interested in praising the system they helped build than in offering constructive criticism. Their influence depends on strengthening and expanding the present system rather than reducing the governmental role and allowing greater diversity and choice. Most are interested primarily in obtaining a larger share of the budget."
